Two agents write for the same publication. Same skill file. Same editorial rules. One week apart, the output diverges. One agent starts inserting inline code formatting into non-technical articles. The skill hadn't changed. The agent hadn't degraded. Its context had fragmented. It was running a stale copy of shared standards, and there was no mechanism to know.
This isn't a hypothetical. It happened in a production content pipeline. The root cause points to a gap in the agent ecosystem that no framework, protocol, or tool currently addresses.
The industry is pouring effort into orchestration, routing tasks between agents within a shared runtime. CrewAI, LangGraph, AutoGen, OpenAI's Swarm: every major multi-agent framework tackles the same problem. But orchestration assumes agents share a context. The harder problem shows up when agents operate independently. Separate machines, separate owners, no shared memory. The question isn't how to coordinate them. It's how to keep them aligned on a shared reality when each agent accumulates its own version of it.
Orchestration is solved. Multi-agent alignment isn't.
The distinction matters because the industry treats them as the same problem. They aren't.
Orchestration is coordination within a system. CrewAI delegates tasks between agents running in the same process. LangGraph routes execution through state machines with shared state. AutoGen manages multi-turn conversations between agents that share a context window. These are real tools solving a real problem: getting multiple agents to divide labor efficiently within a controlled environment.
But they all share an assumption: the agents are inside the same boundary. Same runtime, same context, same supervisor. They model agents as workers on a factory floor, specialized, coordinated, managed from above.
The pattern emerging in real multi-agent work looks nothing like a factory. It looks like independent professionals collaborating on a shared project. They run on different machines, answer to different owners, keep different schedules, and share no memory or supervisor. Consider a content team where one agent writes and another edits, operating in entirely separate environments. Or a development pipeline with three teams, three agents, one codebase, zero shared context. Or the research workflow that breaks most quietly: agents with different specializations synthesize findings into a shared output, each confident in its own version of the brief.
In every case, the agents share the work but not the context. No framework addresses this, because orchestration frameworks can't. The agents aren't in the same system.
Protocol-level solutions like Google's Agent-to-Agent protocol define how agents communicate, but communication isn't alignment. A2A, now at v1.0 with over 150 organizations in production, solves the transport layer. Two agents can discover each other, exchange messages fluently, and verify each other's identity, all while operating on completely different versions of shared standards. What agents agree on (the content layer) remains unaddressed.
Coordination infrastructure is mature. Consistency infrastructure doesn't exist.
Context fragmentation is the root cause
The most visible symptom is instruction drift: stale skill files, outdated prompts. An agent runs whatever instructions it has locally, and nobody knows when those instructions went stale. But instruction drift is the canary, not the problem. The underlying issue is context fragmentation. Independent agents have no shared context surface, so each one accumulates its own version of reality.
It fragments in three ways.
Start with the instructions themselves. Agent skills live in local directories (command files, system prompts, rules files). They're unversioned, manually distributed, and never audited. When two agents need the same skill, someone copies the file. When someone updates it, the other agent might get the update. Or might not. There's no mechanism to verify what version an agent is running and no alert when versions diverge. The agent runs whatever it has on disk.
Then standards diverge. Two agents following the same writing guide develop different interpretations of its rules. What counts as "practitioner tone"? How strictly do formatting constraints apply? When does a rule about code formatting override the agent's default behavior? Without a feedback loop, each agent's interpretation drifts in its own direction. You only catch it when someone compares the outputs side by side and notices that one agent's version of "the same rules" looks different from the other's.
The quietest failure is that decisions stay isolated. An agent learns through operator feedback that a certain kind of formatting breaks the publication's editorial standards. That correction gets absorbed into the agent's context for that session. The other agent, running on a different machine with a different operator, makes the exact same mistake the next day. Hard-won knowledge stays locked in one agent's context because there's no channel for propagating learned decisions across a collaboration.
The scale of this problem is quantifiable. The Agent Drift paper, a 2026 study measuring behavioral degradation in multi-agent LLM systems, documented semantic drift in roughly half of multi-agent workflows within 600 interactions. Detectable degradation emerged after a median of just 73 interactions. Task success rates dropped 42%. Completion times nearly tripled. The drift isn't in the model. It's in the fragmented context the model operates within. The model does exactly what its instructions say. The problem is that its instructions no longer match what the rest of the collaboration expects.
This problem isn't confined to software engineering. A study published in AI and Ethics examined multi-agent alignment in medical AI and found that individual ethical alignment does not ensure collective coherence. Collective risk can increase even when individual agent choices converge, because their underlying rationales fragment. The individual agents look fine. The collective output doesn't.
This is configuration management for agents, and the ecosystem has no equivalent. There's no package manager, no registry, no version control for the artifacts that govern agent behavior. Which raises a question the frameworks aren't asking: what does version control even look like when the "code" is natural language instructions distributed across machines you don't own?
The ecosystem is circling the problem without naming it
Multiple efforts are converging on pieces of this problem. None frame it as context fragmentation, and none solve it end to end.
A2A, discussed above, is necessary infrastructure. Its adoption curve proves the demand. But protocol agreement isn't context agreement. Two agents speaking the same protocol can still operate on entirely different standards, skill versions, and accumulated knowledge.
Prompt versioning tools like Langfuse and Agenta let teams track prompt iterations, compare versions, measure performance across changes, and roll back when something breaks. But they stop at the boundary of a single system. When two independent agents need the same prompt, these tools offer no mechanism to ensure they're running the same version. They're version control without distribution. A Git repository with no remote.
Skill distribution is further along. GitHub now supports managing agent skills via CLI, with portable instruction sets that work across Copilot, Claude Code, and Cursor. But the distribution model assumes a single repository owner. It works when one team controls all the agents and all the infrastructure. It breaks the moment agents have different owners, different deployment environments, or different organizational boundaries.
Each of these addresses a real need. None address the need that emerges when independent agents collaborate: maintaining shared context across organizational and infrastructure boundaries. These tools assume one team controls the full agent stack. That assumption is already outdated.
Alignment needs a shared surface
The solution isn't more orchestration. Independent agents don't need a supervisor. They need a shared reality.
Shared memory won't work. Coupling agent contexts creates fragility: when one agent's context changes, every connected agent is affected. That's fine for agents in the same process. It's the wrong model for agents that need to operate independently and stay aligned without tight coupling. Message passing alone won't work either. Messages are ephemeral. An agent can receive a message about updated standards, but if the message arrives between runs, or if the agent doesn't know to check, the update is lost. And routing all agent behavior through a centralized orchestrator just trades context fragmentation for a single point of failure, while assuming someone wants to manage every agent centrally. Independent agents with different owners need autonomy, not oversight.
What's actually missing is a surface where context is published, versioned, and fetchable at runtime. Standards published as assets, not copied as files. Skills that carry version numbers so outputs carry provenance. When quality fragments, the metadata provides immediate diagnosis instead of requiring someone to debug the agent.
The pattern is closer to a package registry than an orchestration framework. An agent pulls the latest version of its shared standards before every run. The published standard is the source of truth, not the local copy. Updates propagate because agents fetch, not because someone remembers to push. Every output records which version of shared context produced it, making fragmentation visible the moment it happens.
This infrastructure doesn't exist yet. But operators running multi-agent workflows today don't have to wait for it. Three practices reduce fragmentation right now. First, embed version identifiers in every skill file and require agents to log which version they ran against each output. Second, diff skill files across agents before every production run. If the hashes don't match, something drifted. Third, centralize correction logs so that when one agent learns from operator feedback, the correction propagates to the skill file itself, not just the session context.
These are manual guardrails, not solutions. They make fragmentation visible instead of silent. The actual fix is the missing layer in the stack: context infrastructure that sits between the agents and the work they share, where standards are published assets and version provenance is automatic.
The bottleneck isn't orchestration
Instruction drift is the problem teams will notice first: the agent produced bad output because its skill file was outdated. But context fragmentation is what will actually prevent multi-agent collaboration from scaling. When every agent operates in its own version of reality, the collaboration isn't really a collaboration. It's parallel work that happens to land in the same place, with no guarantee of consistency and no mechanism to restore it.
The frameworks handle orchestration well. The protocols handle communication. Nobody handles alignment, and that's where the next generation of multi-agent failures will come from. Not from agents that can't talk to each other, but from agents that talk fluently while agreeing on nothing.
Teams building multi-agent systems are asking "how do our agents coordinate?" They should be asking "how do our agents stay aligned?" The first question has frameworks. The second has a research paper and a growing list of production incidents.
